Following its appearance in 1927, Osborn's Concise Law Dictionary earned a reputation for comprehensive coverage and precise definitions, supported when needed by citations to case law and statutes. It became a standard reference work for students and practitioners throughout the British Commonwealth, and a perennial presence in Sweet & Maxwell's publishing list.

Percy George Osborn was a barrister of Gray's Inn and worked with the Inland Revenue Service when he first published the Concise Law Dictionary. He also authored The Law Student's Pronouncing Dictionary (1948) and study guides on jurisprudence. Tarlton Law Library's copy of the first edition of the Concise Law Dictionary was Osborn's own copy, with his signature on the front pastedown. Also in the Law Dictionary Collection is Osborn's copy of his dictionary's chief competitor, Mozley and Whiteley's Law Dictionary (Butterworths, 7th ed. 1962).
