Herbert Mozley, a barrister of Lincoln's Inn, and his co-author George Whiteley of the Middle Temple first published their dictionary in 1876 under the title A Concise Law Dictionary. In subsequent editions it was re-christened as Mozley and Whiteley's Law Dictionary and became a flagship title for the Butterworths legal publishing firm, under a succession of different editors.

Throughout its history Mozley and Whiteley's Law Dictionary has aimed at brevity in its definitions, and has been popular as a student's dictionary and as a handy desk reference for practitioners and non-lawyers. The reviewer of the first edition in the Law Magazine & Review said it would be useful "both to the Law student and to the lay public." A less flattering review in the Law Times said "Law students desirous of cramming will find it acceptable."

Tarlton's copy of the 1962 edition of Mozley and Whiteley's Law Dictionary comes from the library of the dictionary's main competitor, P.G. Osborn, author of Osborn's Concise Law Dictionary.
