John Dzienkowski and Robert Peroni will deliver presentations on “Oil and Gas Taxation” and “Ethics Issues for Oil and Gas Lawyers” at the Rocky Mountain Mineral Law Foundation’s Oil and Gas Short Course in Boulder, Colo., Oct. 16, 2003. At the 10th Annual Conference of the Texas-Mexico Bar Association, co-sponsored by the Law School, Oct. 16-18, 2003, Dean William Powers will give welcoming remarks, Patricia Hansen will be a panelist for a workshop on “NAFTA Dispute Resolutions,” and Jay Westbrook will speak in a session on “Crossborder Insolvency Issues.” Lynn Baker moderated a panel on “Texas Tort Reform,” presented by the UT Chapter of the American Constitution Society on Sept. 9, 2003, at the Law School. Charles Childress presented a one-hour CLE program on Sept. 4, 2003, for the Court-Appointed Family Advocates of Travis County, on legislative, budget and regulation changes affecting foster children, adoptions and the roles of attorneys and guardians ad litem in abuse and neglect cases. John Dzienkowski participated as a panelist in the Texas Bar CLE’s Advanced Tax Law Course on Sept. 18, 2003, in Dallas, and spoke on “Ethics and Circular 230 Issues for Tax Practitioners.” Lee Fennell presented her paper, “Contracting Communities,” at the 13th Annual Meeting of the American Law & Economics Association, held Sept. 20-21, 2003, at the University of Toronto Faculty of Law. Fennell delivered a paper on “Relative Burdens: Family Ties and the Safety Net” at the 2003 Meetings of the Canadian Law & Economics Association, held Sept. 19-20, 2003, at the University of Toronto Faculty of Law. Henry Hu appeared on the National Public Radio show All Things Considered on July 28, 2003, discussing the implications of Citigroup and J.P. Morgan Chase paying a total of $255 million to settle Securities and Exchange Commission charges that they had helped Enron conceal the true amount of Enron’s debt. Hu was quoted on the potential for balkanization of securities regulation from aggressive state regulatory actions by Financial News and eFinancialNews.com on July 20, 2003. Hu was quoted in the Los Angeles Times, July 19, 2003, on the Securities and Exchange Commission investigation of accounting practices in the video game industry. Hu was quoted by the Dow Jones News Service, July 17, 2003, on Dell Computer switching from a staggered board of directors to one involving annual elections. Hu was quoted in the Washington Post, July 16, 2003, on his views on a Congressional bill to limit the power of state securities regulators and on competing considerations associated with dual federal and state oversight of investment banks. Jeana Lungwitz has been appointed by the Texas Supreme Court to the Supreme Court Protective Order Taskforce. Lungwitz presented a paper on “Texas Laws Affecting Victims of Domestic Violence” for the Criminal Justice System Response Trainings, sponsored by the Texas Council on Family Violence, in Bonham on Mar. 26, 2003; Dallas on Apr. 16, 2003; Bay City on July 23, 2003; and Beaumont on July 30, 2003. Lungwitz presented a paper entitled “Do I Have To Get Between Mom and Dad?” at a sponsored by the School Law Section of the State Bar of Texas in Galveston, July 18, 2003. Inga Markovits gave a paper on “Law and Memory” at a conference of the Friedrich-Ebert-Foundation held in Berlin, Germany, on Aug. 28-29, 2003. The conference discussed the discrepancies between German judicial evaluations of Germany’s Socialist and Nazi pasts. The meeting, and Markovits’ remarks, were reported in Der Tagesspiegel of Aug. 31, 2003. Markovits’ article, Selective Memory, 35 Law & Society Review 513 (2001), was summarized for German readers in 57 Neue Justiz 69 (2003) and translated, upon application by the Party of Democratic Socialism, by the translation service of the German Bundestag. Scot Powe has joined the editorial board of the Journal of Supreme Court History. Steven Ratner was an invited participant at the University of Toronto Faculty of Law workshop on “Canada and the Use of Force: Caught Between Multilateralism and Unilateralism,” Sept. 12, 2003. Ratner was a guest on BBC Radio World Service’s The World Today, broadcast on Sept. 18-19, 2003, concerning ongoing negotiations on the role of the UN in postwar Iraq. Ernest Smith spoke at the Third Annual Texas Plant Conservation Conference, co-sponsored by the U.S. Fish and Wildlife Service, Texas Parks and Wildlife, and the Texas Department of Transportation and hosted by the Lady Bird Johnson Wildflower Center, Sept. 18, 2003; his topic was legal devices, such as conservation easements, that can be used to protect rare and endangered plants on privately owned land. Smith also participated in a panel discussion on the benefits and drawbacks of habitat management for rare-plant conservation by private landowners. On Sept. 24, 2003, Smith addressed the Natural Resources Section of the San Antonio Bar Association, on recent Texas Supreme Court cases dealing with oil & gas issues and their implications for lessors and lessees. David Sokolow spoke on artist-art gallery contracts at a workshop sponsored by ArtPace, entitled “How to Deal: Presenting and Protecting Yourself in the Art World,” Sept. 6, 2003, in San Antonio.
