At the symposium on “Environmental Protection in an Era of Decentralization and New Federalism in the Americas: The Cases of Brazil, Mexico and the USA,” held at the Law School on Mar. 22, 2002, organized by Antonio Azuela and Antonio Benjamin ... Dean William Powers gave opening remarks. • Azuela and Benjamin moderated the opening session, “New Wine in Old Bottles? Federalism and Decentralization in Comparative Perspective.” • Lynn Blais moderated a panel on “Federalism and the Environmental Agenda,” which included talks by Thomas McGarity and Ernest Young. • Gerald Torres moderated a panel on “The Amazon Rain Forest: Habitat and State Fragmentation” that included a presentation by Benjamin. • Patricia Hansen moderated a panel on “Hazardous Waste, Federalism and NAFTA: The Metalclad Case and Beyond” that included a talk by Azuela. Antonio Azuela gave five lectures in late February 2002 as part of a nine-lecture World Bank course for environmental leaders of more than half a dozen Latin American and Caribbean countries concerning environmental legislation and enforcement strategies. Azuela delivered the lectures from the Law School’s videoconference facility. Lynn Baker presented a paper titled “Toward a Federalism for the Twenty-First Century: A Role for Non-Parametric Judicial Review under the Spending Cause?” on Mar. 21, 2002, at the Law, Economics, and Politics Workshop jointly sponsored by the University of San Diego Law School and the University of California at San Diego Political Science Department. Baker presented the same paper at the 2002 Annual Meeting of the Public Choice Society on Mar. 23, 2002, in San Diego. Sarah Buel gave the plenary address for the International Society of Barristers on Mar. 7, 2002, in Kona, Hawaii, on “Law School and Community Collaborations: Discourse, Pedagogy and Practice in Domestic Violence Law.” On Mar. 20, 2002, Buel gave the keynote address for the Dept. of Justice Violent Crimes Against Women on Campuses conference in Austin, entitled “Students As Champions For Social Change.” Sarah Cleveland was one of those named as 2001 Teachers of the Year by the Association of American Law Schools. Cleveland gave a public lecture on “The Guantanamo Bay Detainees under International Law” on Mar. 26, 2002, sponsored by the UT-Austin chapter of Amnesty International and the Cabinet of College Councils. John Dzienkowski presented a talk on lawyer equity investments in clients at a faculty colloquium at the Florida State University School of Law on Mar. 29, 2002. Henry Hu is quoted (and pictured) in the New York Times, Feb. 24, 2002, discussing a variety of economic and legal issues, including derivatives and their use (by Enron and others), corporate governance, securities disclosure, and risks now faced by the world financial system. Hu is quoted in the Los Angeles Times, Feb. 23, 2002, on misconceptions about the role of boards of directors and on board responsibilities as to internal controls, in the context of a story on Global Crossing, the fallen telecommunications giant. Leon Lebowitz delivered the opening remarks at the 24th Annual Conference on Securities Regulation and Business Law Problems, Feb. 21, 2002, in Galveston, as he has done for all prior 23 conferences. The conference is sponsored by the Law School, the Fort Worth District Office of the Securities & Exchange Commission, the Texas State Securities Board, and the State Bar’s Business Law Section. Roy Mersky was a speaker at the Scribes Award Luncheon at the National Conference of Law Reviews, Mar. 21, 2002, at Whittier College School of Law, where he introduced the keynote speaker and presented the Scribes Law Review Competition Award. Mersky chairs the Scribes (American Society for Legal Writers) Law Review Competition Award Committee, which gives out the most prestigious national prize for law students who write in American law reviews. José Serna de la Garza was one of the speakers at the memorial service honoring Guillermo Margadant, Mar. 20, 2002, in Mexico City at the Instituto de Investigaciones Jurídicas, Universidad Nacional Autónoma de México. Gerald Torres plays harmonica on the song “Widow of This World” from Austin singer-songwriter Lisa Mednick’s new CD, Semaphore (Texas Music Group, 2002). Louise Weinberg, as Program Chair of the AALS Section on Federal Courts, has finalized arrangements for the 2003 Section Program. The five speakers will be: John Hart Ely, Chris Eisgruber, Louise Weinberg, Robin West, and Michael Dorf. Their full-dress papers will be published as a Symposium in the Virginia Law Review. John Fleming presented a paper on “Native American Peacemaking and Restorative Justice” as part of the cultural geography track at the annual meeting of the Association of American Geographers, Mar. 21, 2002, in Los Angeles.
